The original communique reaffirmed the 1992 decision on relations with Taiwan, but it was removed from the website and replaced with a new document without Taiwan references. China's special envoy called it a mistake and lobbied for Taiwan's exclusion. Taiwan's diplomatic allies in the Pacific have reduced as China offers more development funding.
